USD 18 Million Allocated for 32 Elevators in Hiyaa Flats: HDC

The Housing Development Corporation (HDC) has confirmed the installation of 32 new elevators in the Hiyaa flats at an estimated cost of USD 18 million (MVR 278 million). HDC’s Managing Director, Ibrahim Fazul Rasheed, disclosed this information during a session with the Parliament’s Public Accounts Committee, addressing concerns raised about the project's progress and expenses.

The project involves installing two elevators in each of the 16 residential towers of the 25-storey Hiyaa flats, which currently house approximately 50,000 residents. According to Fazul, the installation is underway, with one elevator in each tower designed to accommodate stretchers and the other capable of holding up to 14 people.

Initially, MVR 200 million was allocated for the project in this year’s budget. However, the amount was later reduced to MVR 100 million. The installation work was awarded in February to Shenyang Yuanda Intellectual Industry Group Co., Ltd., a Chinese company specializing in elevator systems.

Despite the progress, questions have been raised about the cost and transparency of the project. Reports from Adhadhu, citing industry professionals, suggest the contract may have been awarded at an unusually high rate. Further concerns emerged when HDC reportedly declined to disclose details of the contract or payments made under it, even after an official Right to Information (RTI) request.

This lack of transparency has sparked public interest, especially given the challenges residents face with the current elevators. Some towers in the Hiyaa flats have only three elevators, while others have four. Complaints about overcrowding and maintenance issues have underscored the urgency of the new installations.

The installation of additional elevators was included in the government’s 100-day agenda and initially budgeted at MVR 200 million. However, the upcoming state budget reflects a revised allocation of MVR 108 million for the project, raising questions about whether the reduced funding will affect the timeline or quality of work.

The addition of 32 elevators aims to address the growing needs of the Hiyaa community, which has expanded significantly since the flats became operational. With a population density of 50,000 residents, reliable and accessible elevator systems are critical for ensuring convenience and safety, particularly in emergencies where stretchers are required.

While the new elevators are a welcome addition, the concerns about high costs and limited disclosure highlight the need for greater accountability. Stakeholders and residents alike are urging HDC to provide a clearer breakdown of expenses and ensure that the project delivers value for money.

Once completed, the elevator project is expected to significantly improve daily life for Hiyaa residents by reducing waiting times and enhancing accessibility. For a growing community, such infrastructure upgrades are essential for meeting modern living standards and ensuring the well-being of all residents.
