Opposition Voices Worry Over Delays in Israeli Passport Holder Ban Legislation

The Maldivian Democratic Party (MDP) has recently expressed significant concern regarding the dismissal of an emergency motion aimed at addressing the delays in the legislative process of a bill that seeks to ban Israeli passport holders from entering the Maldives. The proposed amendment to the Immigration Act was initially submitted on May 29, 2024, and has since encountered multiple roadblocks in parliament.

Bill's Journey Through Parliament

The bill, which initially received sufficient support to advance through Parliament, has been sent to a committee for further discussion. However, it has become stuck at this point, leading to frustration among many lawmakers. The MDP's emergency motion to speed up the bill's review was rejected due to its relation to a matter already under parliamentary examination.

During a press conference today, South Hithadhoo MP Ibrahim Nazil expressed his disappointment with the notification issued by the parliamentary secretariat yesterday. This notice indicated that an emergency motion for the prompt consideration of the bill could not be submitted, prompting concerns about the transparency and process of parliamentary proceedings.

Concerns Over Government Accountability

Nazil also criticized comments made by Attorney General Ahmed Usham, who suggested that the bill's stagnation could be due to the actions of certain Members of Parliament (MPs). This claim has intensified scrutiny on the ruling party, the People’s National Congress (PNC), regarding their involvement in the bill's current situation. Nazil underscored that the MDP will persist in finding ways to expedite the bill's movement through parliamentary channels.

Galolhu South MP Meekail Ahmed Naseem, the original sponsor of the bill, supported Nazil's criticisms of the ruling party's recent calls to hasten the legislation. He described these efforts as insincere, implying that they trivialized public sentiment. Naseem highlighted that the PNC is led by President Dr. Mohamed Muizzu, with Parliament Speaker Abdul Raheem Abdulla overseeing the proceedings and a PNC MP chairing the committee where the bill is currently stalled.

Legal Implications of the Bill

Attorney General Usham has also raised concerns about the potential legal challenges that may arise if the bill is passed in its current form. The proposed legislation seeks to prohibit entry to the Maldives for Israeli passport holders, as well as individuals from other nations who possess Israeli passports. Usham has advised that the bill should undergo amendments, particularly considering the number of Palestinians who travel internationally on Israeli documents.
